If the mailbox option for email accounts is disabled and does not allow you to create a mailbox email account, it's because you reached the limit of mailbox accounts for the domain.

If you have multiple domains, try reassigning some of the resources from a domain that has more than what is being used. If you are using all your resources, consider upgrading to the next plan.
